GDOT ARCHAEOLOGICAL SHORT FORM FOR NEGATIVE FINDINGS: Addendum to Phase I Archaeological Survey of the Proposed Bridge Replacement on CR 611/Biackhall Road at Rum Creek in Henry County, Georgia

Abstract

 The proposed project would reconstruct the existing structurally deficient bridge on Blackhall Road over Rum Creek in northwest Henry County. The project would include reconstructing portions of Blackhall Road to correct a substandard sag vertical curve in which the existing bridge is located. The project is located on a section of Blackhall Road that is a south to north route providing connectivity between Jodeco Road to the south and Walt Stephens Road to the north. The road is located in northwestern Henry County approximately 50 to 200 feet downstream of and generally parallel to the dam for Lake Spivey. The typical section of Blackhall Road would include two 11-foot wide travel lanes with 8-foot wide grass shoulders. The project would begin approximately 500 feet south of the existing bridge and extend northward to approximately 900 feet north of the existing bridge, for an estimated project length of 1 ,400 feet. The existing right of way (ROW) is 100 feet and the proposed ROW would be 150 feet. Since the approved short form in 2016, two easements ranging between 145 feet and 195 feet have been added on the southern end of the proposed project area and one easement has been added in the northwest section (130 feet from the centerline). The northwest easement has been covered by previous survey coverage, however, the two easements in the southern portion have not. The current short form addresses this change.

The APE is an additional 70 meters (230 feet) on the east and west sides of Blackhall Road. As stipulated by GDOT, an expanded survey corridor (ESC) of an additional 30 meters (100 feet) from the edge of the current APE was surveyed.

                According to GNAHRGIS, one site has been previously recorded within one kilometer of the addendum project area. Site 9HY531 is a historic razed home and artifact scatter site approximately 700 m south of the survey area. The site was listed as unknown for the National Register of Historic Places. Koch (2016) is the only previously recorded survey adjacent to the addendum project area. The survey did not encounter any National Register-eligible resources.
