GDOT Archaeological Assessment In-House Survey Report: Addendum Phase I Survey for the Proposed Maintenance and Intersection Improvement Project along State Route 9/US Highway 19/Peachtree Street in Fulton County, Georgia

Abstract

In the original project description, the proposed project consisted of pavement resurfacing and restriping and traffic signal modifications along a roughly 2. 9-mile section of State Route (SR)9 / U..S. Highway ) 19 / Peachtree Street in Fulton County, Georgia between Deering Road and Pharr Road (Figure 1). As it was originally proposed, the project would convert one northbound general purpose travel lane into a two-way left turn lane between the intersection of Pharr Road and the intersection of West Wesley Road along SR 9 / US 19 / Peachtree Street. The resulting configuration for SR 9 / US 19 / Peachtree Street would include three 10-foot southbound lanes, a 10-foot two-way continuous left turn lane, and two 10-foot northbound lanes. The proposed project also would convert one southbound general purpose travel lane into a two-way continuous left turn lane between the intersection of West Wesley Road and the intersection of Deering Road. The resulting configuration for SR 9 / US 19 / Peachtree street would include two 10-foot

southbound lanes, a 10-foot two-way continuous left turn lane, and three 10-foot northbound lanes. Along

the entire project corridor, left turn storage would be developed at each signalized intersection where it does

not currently exist. Additionally, the installation and updating of Americans with Disabilities Act (ADA)

compliant ramps were originally proposed at the following site locations within the project limits: Huntington Road intersection, the commercial driveway west of the Palisades Road intersection, the commercial driveway to Uncle Julios and Ted's Montana Grill, Brookwood Valley Circle northern and southern entrances, and the Muscogee Avenue intersection. The proposed project would be completed in conjunction with proposed street resurfacing and would be confmed to existing pavement. All work would be within existing right-of-way (ROW). The original archaeological assessment for this project was documented in a GDOT In-House Survey Report (IHSR) in September 2016 (Perrine 2016).

Changes to the proposed project have occurred since the original archaeological assessment. The project limit have been extended along SR 9 / US 19 / Peachtree Street and the installation of presence loops and setback loops has been added to the project description (Figures 1 and 2a-c). The proposed project now

consists of the following modified project description. The project would convert one northbound general

purpose travel lane on SR 9 /US 19 / Peachtree Street into a two-way continuous left turn lane between the

intersection of Pharr Road and the intersection of the southern on-ramp to the Buford Spring Connector.

The resulting configuration for SR 9 / US 19 / Peachtree Street from Pharr Road to the southern on-ramp to

the Buford Spring Connector would include three 10-foot southbound lanes, a 10-foot two-way continuous

left turn lane, and two 10-foot northbound lanes. Along the entire project corridor, left turn storage would be

developed at each signalized intersection where it does not already exist. The proposed project would be

completed in conjunction with street resurfacing and would be comprised of pavement resurfacing and

restriping the roadway. The installation and updating of ADA compliant ramps as discussed in the 2016

IHSR is also proposed, although the curb cuts for the commercial driveway west of the Palisades Road

intersection and d1e commercial driveway to Uncle Julios and Ted's Montana Grill were removed because

they are within the boundaries of private property (Perrine 2016). Presence loops and/ or setback loops would be installed on R 9/ 19 / Peachtree Street at the intersections noted in Table 1 below (Figures 2a-c).

Setback detection would be installed on West Wesley Road (270 feet from stop bar) and East Wesley Road

(260 feet form stop bar) at the intersection with SR 9/ US 19 / Peachtree Street. All work would be within

existing ROW. No easements would be required. Work on side streets would typically occur within 50 feet of the corner of the intersection except for East and West Wesley Road where d1e setback loops would be

installed as noted above.

            There are no previously recorded archaeological sites within the addendum APE; however, there is one previously recorded archaeological site located within 1 kilometer of the APE. Site 9FU318 is a historic house site dating to the early to mid-twentieth century, located southeast of the addendum APE near the Peachtree Street N\V and S. Rhodes Center NW intersection in Atlanta. The house, Rhodes Hall, is still standing and was the headquarters for the Georgia Trust for Historic Preservation at the rime the site \vas recorded (Wood 1997). The site includes the house and the surrounding yard where there were formerly outbuildings. It was recorded by Southern Research in 1997. The site is listed on the National Register of Historic Places (NRHP). Four previous archaeological surveys have been conducted that included portions of the APE, according to the GNAHRGIS database.
