"In compliance with Section I 06 of the National Historic Preservation Act of 1966 and amendments thereto, project STP-1007(4) in Fannin County has been surveyed with respect to archaeological resources, especially those on or eligible for inclusion in the National Register of Historic Places (NRHP). The purpose of the survey was to locate, identify and evaluate the significance of any archaeological resources within the proposed project's area of potential environmental effect. Proposed project STP-1007(4) would consist of the rehabilitation of the bridge over Fighting town Creek. The work will involve repairing caps by post-tensioning, replacing deficient edge beams in the deck, replacing corroded anchor bolts at the beams and cleaning and painting the structural steel. No construction work other than containment of lead paint will occur in the waterway. The majority of the work would be completed from above the bridge, and all access below the bridge would be restricted to the west side of Fighting town Creek.
An archaeological survey (Level II) was conducted in accordance with "GDOT/FHWA Cultural Resource Survey Guidelines" developed by the GDOT Staff Archaeologists in consultation with DNR Historic Preservation Division Staff and concurred in by the Federal Highway Administration and State Historic
Preservation Officer. These guidelines provide general survey boundaries and methodological approaches to archaeological surveys based on the type/scope of work of proposed highway projects and are followed during the initial identification of archaeological resources. No existing or eligible National Register resources were located within the project's area of potential environmental effect. One potentially NRHP eligible site (9FN34, the Quinn Site) is located on the east side of Fighting town Creek north of the bridge structure, but is outside of the project APE. A formal request to keep all bridge rehabilitation activities off of the east side of Fighting town Creek and out of the waterway has been written to ensure that site 9FN34 will not be affected by this rehabilitation project. It is concluded, therefore, that the project will have no effect upon archaeological resources on or eligible for inclusion in the NRHP provided that the project conforms to that described above."
