Cultural Resources Assessment: Proposed New Georgia-villa Rica Transmission Line and Substation Site

Abstract

On March 9, 10 and 11, 1994, R.S. Webb & Associates conducted a cultural resources assessment of Oglethorpe Power Corporation's New Georgia - Villa Rica transmission line and substation site in Douglas and Paulding Counties, Georgia. The project was conducted in compliance with Section 106 of the National Historic Preservation Act of 1966. A review of the state site files, historic structures files and the National Register of Historic Places (NRHP) files revealed no previously recorded sites within the project area. A review of these and other archival materials (20th century highway maps; 1940s,1960s aerial photographs) revealed 12 structural complexes and three archeological sites within 2.0 kilometers of the proposed transmission line corridor and substation site. The full length of the transmission line corridor and the entire substation site were subjected to systematic surface inspection and shovel testing. No cultural resources were detected within the project area. Just north of Highpoint Road, a small, abandoned cemetery was located west of the transmission line corridor. The eastern edge of the cemetery is 30 meters beyond the western edge of the transmission line construction easement and will not be disturbed by project activities. Based on archival research and field survey findings, the Principal Investigator recommends no additional cultural resources work for the New Georgia - Villa Rica transmission line corridor and substation site.
