The proposed project is Phase III of the West Cleveland Bypass project in White County, Georgia. The larger project proposed to construct a bypass along a new location corridor and existing roadway. The beginning of the West Cleveland Bypass Project is located near the intersection of United States Highway (US) 129/ SR II and Hope Road, south of Cleveland, and the project ending is just north of Cleveland at SR 75 (Figure 1). Due to funding, the overall project was divided into three phases. Construction is complete on Phases I (PI 162390) and IT (PI 00 I 0 194) of the bypass, and both sections are open to traffic. The Phase III proposed alignment would follow along the existing CR 68/Hulsey Road alignment beginning at the US 129/SR 11 intersection, where it will tie into the end of the West Cleveland Bypass Phase II, and ending at the intersection of CR 68/Hulsey Road and SR 75. CR 68/Hulsey Road is currently a two-lane rural roadway. The proposed typical section of Phase III would be five lanes, including a center, two-way, left tum lane. Phase III would include 10-footwide rural shoulders, of which 6.5 feet would be paved. The right-of-way (ROW) width of Phase III varies from 180 feet to 300 feet wide. Project Changes: Since the most recent survey of the project corridor in May 2018, required easements have been further refined. Three small areas of easement have been added to three parcels (2, 10 and 11) to facilitate the construction of drainage and driveways.
