A Phase I Direct Effects and Visual Effects Cultural Resources Survey for the Proposed Walter George Cellular Tower, Clay County, Georgia

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I cultural resources survey for the proposed Walter George cellular tower in Clay County, Georgia. The proposed tower will be a self-support type constructed to a height of 250 ft. The Area of Potential Effects (APE) for direct effects includes a .23 ac lease area with a proposed .20 ac access easement extending 296.1 ft in length by 30 ft in width northeast from Eufaula Highway, and a .15 ac utility easement extending 566 ft in length by 10 ft in width eastward from Eufaula Highway. The total area of the direct effects APE including the lease area and access and utility easement amount to .58 ac.

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. One previous archaeological survey and three previously recorded archaeological sites are located within a 0.75-mile radius of the current study area. During the course of the field survey portion of this archaeological assessment, no new archaeological cultural resources were encountered. A review of recorded historic properties at the Georgia Historic Preservation Division in Stockbridge, Georgia identified one historic cemetery, the Mount Zion Church Cemetery (approximately .80 km east of the project area) within the visual effects APE. This cemetery is evaluated as being ineligible for NRHP inclusion, and no effect is expected on this resource from the current project. Based on the findings of this investigation, TerraX recommends no further investigation for the proposed Walter George cellular tower project.
