PHASE I CULTURAL RESOURCES SURVEY PROPOSED MULTIFAMILY AND COMMERCIAL DEVELOPMENT TRACTS, MILL CREEK STATION TROUP COUNTY, GEORGIA

Abstract

During September 2016, R.S. Webb & Associates conducted a Phase I cultural resources survey of the proposed Multifamily Tract and Commercial Tract 2, totaling approximately 18-hectares (ha) (45-acres) at Mill Creek Station in Troup County, Georgia for Ecological Solutions of Roswell, Georgia. Commercial Tract 2 [7 ha (17 acres)] was graded in 2011 or 2012, so this parcel was visually inspected to confirm the level of disturbance. The Multifamily Tract [11 ha (28 acres)] was surveyed using standard Phase I methods. A Phase I cultural resources survey was necessary for this project due to Clean Water Act permitting, which requires compliance with the National Historic Preservation Act (NHPA). Under the NHPA, a cultural resources survey is conducted to determine if archeological resources eligible for the National Register of Historic Places (NRHP) will be affected by a proposed undertaking. Cultural resources within the project area were assessed for significance using the NRHP eligibility criteria set forth in 36 CFR Part 60.4. In addition, the cultural resources survey was conducted following guidelines set by the Georgia Council of Professional Archaeologists (GCPA) (2014) and the U.S. Secretary of the Interior (Federal Register 1983).
