Cultural Resources Survey and Site Testing of the Proposed Interstate 85/state Route 20 Interchange, Gwinnett County, Georgia

Abstract

An intensive archeological survey and site testing program was conducted in August and September, 1994 in the ca.40 ha project area for a proposed reconfiguring of the Interstate 85/State Route 20 interchange in northern Gwinnett County. The project area consists of wooded, rolling hills that flank Ivy Creek. The project was known to contain remnants of Woodward's Mill, a documented early nineteenth century grist mill complex on Ivy Creek, just west (downstream) of State Route 20. In addition to Woodward's Mill the project area had four other sites. As outlined in the table below, we recommend that two of these are eligible for inclusion on the National Register of Historic Places under criterion d. As currently planned, it is our opinion that the proposed project will not adversely affect these sites based on the condition that a proposed mitigation plan is carried out at the site. We recommend that preservation plans be formulated for Woodward's Mill (because it is of local historic value) and one other site to insure their protection during and after construction. We recommend that a data recovery program, consisting of more shovel testing, test pitting and block excavations, be undertaken at the site that cannot be avoided.
