Abstract

This transportation project has been surveyed for historic resources in compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto.

The proposed project consists of the construction of new bridges on S.R. 3 and the L&N Railroad over S.R. 280. A five-lane urban section which includes a fourteen-foot turnĀ­ing lane is proposed for S.R. 3. Construction for S.R. 3 begins at Henry Street and extends north utilizing portions of existing S.R. 3 and Gramling Street. 

A seven-lane urban section which includes a fourteen-foot turning lane is proposed for S.R. 280. The construction of S.R. 280 begins just west of Short Street and extends easterly to about 300 feet east of the intersection of AtlanĀ­tic Avenue and Butler Street.

The existing slip ramps on S.R. 3 to S.R. 280 will be closed. Pearl Street south of S.R. 280 and Garrison Street and Short Street north of S.R. 280 will be relocated and will provide an exit and entrance for S.R. 3 and S.R. 280. Butler Street will be slightly relocated to improve the approach to S.R. 280. Additional lanes will be added to Pearl Street, Short Street, Butler Street, and Atlantic Avenue to accommodate traffic.

The survey boundary and methodology were established using GDOT/FHWA Cultural Resource Guidelines. These guidelines were established as a result of past interaction with the State Historic Preservation Officer (SHPO) and her staff and were agreed upon by the Federal Highway Administration (FHWA) and the SHPO.
