Abstract

Environmental Corporation of America’s (ECA) client, AT&T Mobility, LLC, is proposing to construct a pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that AT&T Mobility, LLC, plans to construct a 34-foot (overall height) pole within a 10-foot by 10-foot (3-meter by 3-meter) area. Per discussion between ECA and Whitney Rooks of the Georgia Historic Preservation Division (GAHPD), we have evaluated structures within a reduced 500-foot APE for visual effects.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We identified three Historic Properties (F.J. Cooledge and Sons Company-Hastings’ Seed Company: NRHP No. 95001229; Selig Company Building: NRHP No. 96000158; and Westinghouse Electric Company Building: NRHP No. 01000080) listed on the National Register of Historic Places (NRHP) within or just outside the 500-foot APE for visual effects.

ECA researched the files at the Georgia Historic Preservation Division (GAHPD) on March 14, 2019. During our research at the GAHPD we identified four Historic Properties (F.J. Cooledge and Sons Company-Hastings’ Seed Company: NRHP No. 95001229; Selig Company Building: NRHP No. 96000158; Westinghouse Electric Company Building: NRHP No. 01000080, and The Marietta Street Corridor and Means Street Historic District) listed in the Identified Site Files and National Register Files, and no additional historic resources in the Fulton County Survey Files, Environmental Review Files, or the Centennial Farm Files within 500-foot APE for Visual effects but outside the APE for direct effects. During our research on the University of Georgia’s Natural, Archaeological and Historic Resource Geographic Information System (GNAHRGIS), we identified no historic resources within the 500-foot APE for visual effects. In addition, ECA identified the CSX Railway/Norfolk Southern Railway within the 500-foot APE for Visual effects. Photographs of the historic resources and views back towards the proposed facility are included in Attachment B-1.

F.J. Cooledge and Sons Company-Hastings’ Seed Company is listed on the NRHP (No. 95001229) and is located 550 feet (168 meters) northwest of the proposed pole. Due to distance and the intervening residential and commercial structures, we believe the proposed pole would not be visible from the F.J. Cooledge and Sons Company-Hastings’ Seed Company. Therefore, it is ECA’s opinion that the proposed undertaking would have no effect on the F.J. Cooledge and Sons Company-Hastings’ Seed Company. A representative photograph and view back location have been designated as 1A-1B (Attachment B).
