Under several historic preservation laws and Executive Order 11593, dated 13 May 1971, the Corps of Engineers has the responsibility to identify and preserve cultural resources, or mitigate losses thereto, on lands under their jurisdiction. The pertinent authorities for the responsibility include the Antiquities Act of 1906, the Historic Sites Act of 1935, the National Historic Preservation Act of 1966 as amended including the National Historic Preservation Act Amendment of 1980, the Reservoir Salvage Act of 1960 as amended by the Archeological and Historical Preservation Act of 1974, Executive Order 11593, the Archeological Resources Protection Act of 1979, the National Environmental Policy Act of 1969, and ER 1105-2-50.

In compliance with these authorities, a cultural resources survey was performed on Sope Creek on 22 August 1983 by Mobile District Archeologists Ernest W. Seckinger, Jr. and Neil D. Robison.
