Phase I Archaeological Survey of the Goshen Substation, Richmond County, Georgia

Abstract

On August 20-21, 2018, Brockington and Associates, Inc. (Brockington) completed a Phase I archaeological survey for the Georgia Transmission Corporation (GTC) on 17.9 acres of land at the Goshen Substation in Richmond County, Georgia (Figures 1 and 2). This tract is located south of Augusta, Georgia, on Brown Road. This survey was performed in preparation for security improvements (i.e., fences and barriers) that GTC plans to place around the Substation property for public safety. The archaeological Area of Potential Effects (APE) for this investigation consists of the 13.4-acre area surrounding the previously constructed Substation.

Our archaeological survey was carried out as part of the Programmatic Agreement between GTC and the Georgia State Department of Natural Resources, Historic Preservation Division (HPD). Though this is a due diligence project, all activities described herein comply with the stipulations of Section I 06 of the National Historic Preservation Act (NHPA) (per 36 CFR Part 800, as amended through 2016), and were carried out by personnel qualified under 36 CFR Part 6 1. We conducted a literature review and archaeological field investigations to determine if the proposed project will impact archaeological resources that are eligible for the National Register of Historic Places (NRHP). This letter report includes a description of our methods, the results of our background research and survey, and our recommendations for the proposed project.
