A PHASE I ARCHAEOLOGICAL DIRECT EFFECTS AND VISUAL EFFECTS SURVEY FOR THE PROPOSED MCRPT_LETICIA-D CELLULAR TOWER, TROUP COUNTY, GEORGIA

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Marietta, Georgia to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed MCRPT_LETICIA-D cellular tower in Troup County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed 10,000 sq ft lease area with a proposed access road. The access road measures 557.1 ft (169.8 m) in length by 30 ft (9.1 m) in width to connect with Langford Road. The proposed tower will be a monopole and constructed to a height of 199 ft (60.6 m). The total area of the direct effects APE including the lease area and joint access and utility easement amounts to 0.63 acres (0.25 hectares). Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. No previously recorded archaeological sites are situated within a 0.75-mile radius of the project area, but there are three historic resources within that radius. During the course of the field survey portion of this archaeological assessment, no archaeological sites or cultural material were encountered. Of the three previously identified historic resources within the APE, only two were found to be extant in the field. It is the opinion of TerraX that Resources 61232 and 61236 are ineligible for the NRHP, and therefore they will not be affected by the proposed cell tower. The proposed MCRPT_LETICIA-D cellular tower is expected to have no effect on any historic or prehistoric resources that are listed in or eligible for listing in the NRHP.
