Abstract

On January 22, 2020, ERM archaeologists Jayson Zoino and Emily Jones conducted a site visit at 155 Flournoy Road, Elko, Houston County, Georgia, for a proposed communications project under the direction of Principal Investigator Emily Laird, RPA. The project consists of proposed satellite access node (SAN) facility with an overall height not to exceed 20 ft. and a total footprint of 6,745 square ft. (626.6 m2, .15 acres, 0.06 ha) including the compound, access, and all easements. The project footprint is considered the direct Area of Potential Effects. The visual APE was considered to be a 500 ft. radius surrounding the project area, based on the overall height.

The proposed project location is in a mixed-use area consisting of a low lying grassy area, a pine plantation, and a livestock pasture. The surrounding view-shed, including the APE for visual effects, consists primarily of agricultural properties.

No archaeological or historic resources were identified within the area of potential effects (APE) for direct effects. No archaeological sites were identified within the APE for visual effects. ERM recommends a finding of no historic properties within the direct and visual APEs.

One previously recorded building was identified within the APE for visual effects. It does not have an official designation/formal determination of eligibility, and is noted as 215 on the Houston County, Georgia survey map. The building appears to have fallen into disrepair and the remains of the structure were identified during the survey. ERM recommends a finding of no historic properties within the direct and visual APEs.
