Phase I Cultural Resource Assessment Proposed AT&T Cell Tower on Mud Ridge Road Buena Vista, Marion County, Georgia

Abstract

This report documents results of a cultural resources assessment survey performed Greenhouse Consultants incorporated in conjunction with its affiliates for Impact 7G, of the proposed mud Ridge Road AT&T Tower site in Buena Vista, Marion County, Georgia. The project depends on a permit issued by the Federal Communications Commission (FCC); thus, the project is a federal undertaking requiring compliance with Section 106 of the National Historic Preservation Act and the National Environmental Policy Act. This report is being submitted in compliance with the FCC Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission (Nationwide PA)(FCC 2004).  

The project area is on the USGS 7.50minute Topographic Quadrangle Glen Alta, A (USGS 2017). The Area of Potential Effects (APE) is characterized by a combination of mixed hardwood and industrial development at an elevation of 735’ AMSL. The proposed project is construction of a new 300-foot (91.4 meter) telecommunications tower. The APE consists of a lease area measuring 100 x 100 feet (30.5 x 30.5m) and a 30-foot wide by approximately 386-foot long (9.1 x 117.7m) utility and access easement which covers a total area of .47 acres (.19 ha) (Figure 1, Figure 2).  

Project fieldwork employed a combination of pedestrian and subsurface survey to determine if cultural resources would be affected by the construction of a new proposed cell tower. The principal investigator was Julie B. Duggins, MA, RPA. Kevein Gidusko, MA, RPA was the Project Director and Fernando Ramirez-Cotto, BA conducted the field work May 6, 2020. All project principal personnel meet and exceed the Secretary of the Interior’s professional qualification standards for archeology.
