Transco-Williams Dalton Expansion; Sedimentation Remediation Cultural Resources Survey in Douglas County, Georgia

Abstract

Cardno, Inc. (Cardno) has completed an addendum cultural resources survey in response to the need to mitigate stream sedimentation along the Dalton Expansion corridor, in northwestern Georgia. During construction of the Dalton Pipeline there were a series of weather events that caused soil to leave the construction zone. Specifically, sediment from the pipeline corridor penetrated control measures and has been deposited in undesirable locations, both within and outside of the workspace and pipeline corridor. Among the remediation measures proposed by Williams (Transco) is the removal of alluvium that has been washed into ponds, lakes, or other small waterbodies. Although Williams proposes to undertake sedimentation removal with hand tools, using no mechanized equipment so as to minimize potential ground disturbance, there still remains the potential for ground disturbance and cultural resources survey in areas beyond the previously surveyed pipeline corridor was requested. Five such stream locations are within Douglas County and are the subject of this report (Figure 1). These streams are designated here as S1AD0005, S2BD0015, S2BD0035, S3CD0022, and S3CD0036. Stream 51AD0005 is located approximately 0.8 miles north of the intersection of Cole Road and Ephesus Church Road (see Figure 1). The survey area totaled approximately 1,590 m2, and is covered in a thick forest of mixed pine and hardwoods. Undergrowth was widespread but not dense, and the ground surface was covered in a thick layer of leaf and pine straw litter which completely obscured the ground surface. Stream S2BDO015 drains is located approximately 2.35 miles northwest of the town of Fairplay,Georgia and 1.43 miles north of Duncan Memorial Highway (see Figure 1). The survey area totaled approximately 630 m2, and is located on a wooded ridge between two drainages. Surface visib ility was moderate to poor as thick grass or forest litter and other debris obscured the ground surface. Stream S2BD0035 is located approximately 3.4 miles northwest of the town of Winston, Georgia and 0.65 miles north of Brewer Rd. (see Figure 1). The survey area totaled approximately 370 m2, and is located in an area near a power corridor owned and maintained by the Georgia Power Company. Vegetation consists of mixed hardwoods including pine, and various grasses (Figure 6). The area surrounding the stream exhibits a moderate amount of disturbance, likely due to the power corridor installation and maintenance. Surface visibility was moderate to poor as thick grass obscured the ground surface. Stream S3CD0022 is located approximately 305 m southeast of Veterans' Memorial Highway and 434 m north of Interstate 20 (see Figure 1). The survey area totaled approximately 2,240 m2, is flanked by moderate to gentle slopes, and contains pine and other hardwoods. Surface visibility was moderate to poor as thick grass or forest litter and other debris obscured the ground surface. Aside from private residences outside of the survey area, there were no observed prior disturbances noted by the survey crew. Stream S3CDO0036 is located approximately one mile northeast of the intersection of Cole Road and Ephesus Church Road (see Figure 1). The survey area totaled approximately 320 m2, and is covered in a thick forest of mixed pine and hardwoods. Undergrowth was widespread but not dense, and the ground surface was covered in a thick layer of leaf and pine straw litter which completely obscured the ground surface (Figure 9).
