TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Marietta, Georgia to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed JAKIN-C cellular tower in Early County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed 10,000 sq ft lease area with a proposed access road and utility easement. The access road measures 217.2 ft (66.2 m) in length by 30 ft (9.1 m) in width to connect with C. Williams Road/County Road 92 to the southwest. The proposed tower will be a monopole and constructed to a height of 194 ft (59 m). The total area of the direct effects APE including the lease area and access and utility easement amounts to 0.38 acres (0.15 hectares).
Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. One previously recorded archaeological site exists within the 0.5-mile radius. There are no previously recorded historic resources situated within a 0.5-mile radius of the project area. During the course of the field survey portion of this archaeological assessment, one archaeological site was discovered. Site 9ER300 represents an unknown prehistoric lithic scatter. Although the site was unable to be fully delineated because of project boundary constraints, the portion that has been identified offers no research potential and should be considered ineligible for the NRHP. As such, TerraX recommends archaeological clearance of this area as no historic properties will be affected by the proposed JAKIN-C cellular tower project.
