The proposed project is located in the City of Emerson in Bartow County. The project proposes to install a restricted crossing U-turn (RCUT) at the intersection of State Route (SR) 3/United States Highway (US) 41/Joe Frank Harris Parkway at Red Top Mountain Connector, which will prohibit left and through maneuvers from the side street and provide a downstream U-turn. The existing right-of-way (ROW) is approximately 76.2 meters (m) (250 feet [ft]) wide. The proposed ROW is also 76.2 m (250 ft) wide. No additional ROW or easements are expected at this time.
