Abstract

The proposed project is located along State Route (SR) 91, approximately 10 kilometers (km) (6.2 miles [mi]) east of Colquitt, Georgia, in Miller County. SR 91 is a two-lane roadway (with each two-lane being 40 m [12 ft] wide with 0.5 to 0.6 m [1.5 to 2 ft] paved outside shoulders). During higher intensity rain events, ponding occurs in the existing roadside ditches and into adjacent properties along SR 91 on both the north and the south sides of the highway, as well as on the roadway itself. This project proposes to mitigate this ponding issue by a combination of three measures. The first measure is to raise the roadway to a 50-year storm elevation of 777.24 m (2,550 ft). This would raise the existing roadway grade by 0.8 m (2.6 ft). The second measure would be to add 1.2 m (4 ft) shoulders to both sides of SR 91. The final measure is to re-establish roadside ditches and construct a longitudinal system to convey stormwater to the downstream discharge point. An off-site detour will be needed during the full-depth pavement replacement construction phase. The existing right-of-way (ROW) is approximately 30.4 m (100 ft) wide. The total project length is approximately 2 km (1.2 mi).
