Phase I Cultural Resource Assessment Road Improvements at Ale Circle and Washington Road East Point, Fulton County, Georgia

Abstract

This report documents results of a cultural resource assessment survey (CRAS) performed by Greenhouse Consultants Incorporated in conjunction with its PaleoWest affiliate of approximately 7.52 acres in Fulton County, Georgia. The Area of Potential Effects (APE) for this survey comprises the footprint of Parcel IDs 14 022500030031, 14 022500020198, 14 022500020222, and 14 022500010819, at the intersection of Ale Circle and Washington Road (Fulton County Property Appraiser 2022).

The purpose of this survey was to locate and identify historic properties within the APE and to assess the significance of such properties with respect to the National Register of Historic Places (NRHP) criteria in 36 CFR 60, National Historic Preservation Act of 1966, as amended. The survey was completed in accordance with federal and state regulations, and it was undertaken to comply with the Georgia Standards and Guidelines for Archaeological Investigations provided by the Georgia Council of Professional Archaeologists (Georgia Council of Professional Archaeologists, 2019, GCPA.

Shovel test pits (STP) were pre-plotted within the APE at 30 meter intervals spaced 30 meters apart, with pedestrian survey transects of low probability areas plotted at a spacing of 45 meters. The Greenhouse Consultants team plotted 29 STP and excavated a total of 16. No STP were positive for cultural material, and 13 STP were unable to be excavated. Pedestrian survey was conducted along the transects throughout the APE. No newly identified archaeological sites were recorded during survey.

Visual effects were considered on adjacent parcels within 100 meters of the APE. Five

newly recorded structures were documented adjacent to and within sight of the

proposed undertaking.

Resource A (3695 Victoria Drive, Parcel ID 14 022500030064) is a one-story single family residence with Ranch style, constructed circa 1968 with a rectangular-shaped plan. The Greenhouse Consultants team documented the resource and recommends that it is individually not eligible for the NRHP.

Resource B (3703 Victoria Drive, Parcel ID 14 022500030056) is a newly documented two-story single-family residence with Neoclassical Ranch style, constructed circa 1968 with a rectangular-shaped plan. The Greenhouse Consultants team documented the resource and recommends that it is individually not eligible for the NRHP.

Resource C (3711 Victoria Drive, Parcel ID 14 022500030049) is a newly documented two-story single-family residence with Ranch style, constructed circa 1965 with a rectangular-shaped plan. The Greenhouse Consultants team documented the resource and recommends that it is individually not eligible for the NRHP.

Resource D (3720 Washington Avenue, Parcel ID 14 022400040676) is a newly documented two-story single-family residence with no academic style, constructed circa 1968 with a rectangular-shaped plan. The Greenhouse Consultants team documented the resource and recommends that it is individually not eligible for the NRHP.

Resource E (3730 Washington Road, Parcel ID 14 022500030296) is a newly documented one-story single-family residence with Ranch style, constructed circa 1955 with a rectangular-shaped plan. The Greenhouse Consultants team documented the resource and recommends that it is individually not eligible for the NRHP.

This survey established that the undertaking should have no effects on sites eligible for the National Register of Historic Places. Greenhouse Consultants recommends no additional archaeological investigation within the APE.
