Abstract

Cardno, Inc. (Cardno) has completed a limited cultural resources survey, including a cultural resources literature review/site file search and field reconnaissance, as a part of the Southern Natural Gas Company, L.L.C.’s (SNG) upcoming Normal Pressure Test of Cairo Line 15 (Project), in Grady County, Georgia (Figure 1, Figure 2). SNG is planning to hydrostatically test approximately 1.52 miles of the 4-inch Cairo Line 15 located along 4th Street SE, 5th Street SE, and Smith Road in Cairo, Georgia to ensure the continued safe transfer of natural gas.

The survey was done in compliance with Section 106 of the National Historic Preservation Act (NHPA) Regulations: 36 CFR Part 800, with the Federal Energy Regulatory Commission (FERC) acting as the lead agency. The methodology used is intended to comply with the Georgia Standards and Guidelines for Archaeological Investigations (Revised 2019) (Georgia Council of Professional Archaeologists 2019) used by the Georgia State Historic Preservation Office (SHPO), and the Guidelines for Reporting on Cultural Resources Investigations for Pipeline Projects as adopted July 2017 by the FERC.

This letter details Cardno’s cultural resource survey findings and management recommendations for the Project area. Following a brief description of the environmental setting, methods used for field survey are described. Previously recorded cultural resources within an approximate 1-mile (mi.) radius of the proposed Project area are reviewed before the results of the survey are described. Lastly, management recommendations are discussed.
