Third Addendum to the Phase I Archaeological Survey of Proposed Improvements to SR 42/US 23 from SR 138 to I-675, Clayton and Henry Counties

Abstract

This proposed project would improve State Route (SR) 42/United States Highway (US) 23 from 0.3 kilometer (km) (0.2 mile [mil) south of SR 138 in Henry County and the City of Stockbridge to the east side of the SR 42 bridge over Interstate [I-) 675 in Clayton County, a distance of approximately 4.2 km (2.6 mi) (Figure 1). The proposed project also includes drainage and sidewalk improvements on SR 138 west of SR 42 for approximately 228.6 meters (m) (750 feet [ft]). No improvements are proposed for the SR 42 bridge over 1-675. The northbound 1-675 entrance and exit ramps will be widened on the eastern sides with changes to the islands and sidewalk at the intersections. The existing two-lane roadway would be widened to four lanes, with an 3.4 m (11 ft) inside and 3.7 m (12 ft) outside lane in each direction, a variable width raised median (maximum width 6.1 m [20 ft]), and urban shoulders. The proposed improvements would include a sidewalk on the west side of SR 42, and a shared-use path on the east side. The existing culvert at Panther Creek would be replaced with a 47.2 m (155 ft) long bridge. The posted speed limit would remain 72.4 kilometers per hour (kph) (45 miles per hour [mph]). 

Several intersections would be improved or realigned as part of the proposed project. Eastbound and westbound lanes of Davis Road would be divided at the intersection with SR 42 in conjunction with a Restricted Crossing U-Turn (RCUT). Improvements would extend approximately 182.9 m (600 ft) east of SR 42. The existing skewed intersection of Old Atlanta Road and SR 42 would be removed and realigned approximately 121.9 m (400 ft) north of the current intersection. Drainage, curb and gutter, and sidewalks would also be constructed along approximately 91.4 m (300 ft) of Old Atlanta Road. Eastbound and westbound lanes of Daniel Drive would be divided at the intersection with SR 42 in conjunction with a RCUT. Improvements would extend approximately 73.2 m (240 ft) west of SR 42. Eastbound and westbound lanes of Valley Hill Road would be divided at the intersection with SR 42 in conjunction with a RCUT at the intersection. Improvements would extend approximately 175.3 m (575 ft) east of SR 42. The existing skewed intersection of Old Macon Highway and SR 42 would be removed and realigned approximately 85.3 m (280 ft) north of the current intersection. Drainage and curb and gutter would also be constructed along approximately 106.7 m (350 ft) of Old Macon Highway. New curb and gutter and sidewalk would be constructed for approximately 36.6 m (120 ft) west of SR 42 on Sunset Hills Boulevard. The intersection of Augustine Place would be redesigned with a larger pedestrian island, offset to accommodate an RCUT at the intersection. Improvements on Augustine Place would extend approximately 61 m (200 ft) east of the intersection with SR 42. The intersection of Brookwood Boulevard would be redesigned with a larger pedestrian island, offset to accommodate an RCUT at the intersection. Improvements on Brookwood Boulevard would extend approximately 45.7 m (150 ft) west of the intersection with SR 42. Drainage and curb and gutter improvements would occur to approximately 97.5 m (320 ft) of Edward Road east of SR 42. New curb and gutter and sidewalk would be constructed for approximately 51.8 m (170 ft) west of SR 42 on Biscayne Boulevard. The existing intersection of Homestead Road and SR 42 would be relocated approximately 54.9 m (180 ft) east. New curb and gutter would be constructed for approximately 109.7 m (360 ft) east of SR 42 on Homestead Road. New curb and gutter would be constructed for approximately 39.6 m (130 ft) north of SR 42 on Crooked Creek Drive. The intersections of SR 42 with SR 138 and at the 1-675 ramps would continue to be signalized, and signals may be added at the RCUT intersections at Davis Road, Daniel Drive, Valley Hill Road and South of Homestead Road. 

Existing right-of-way (ROW) varies from 23.2 to 74.4 m (76 to 244 ft). The proposed project would require approximately 8.8 hectares (ho) (21 .72 acres [ac]) of ROW. The area of permanent easement has decreased from approximately 5.9 ha (14.56 ac) to 5.2 ha (12.91 ac), the area of temporary driveway easement has increased from approximately 0.6 to 0.7 ha (1.6 to 1.66 ac), and the area of temporary easement has increased from approximately 0.06 to 0.8 ha (0.16 to 2.06 ac).
