Abstract

Original: The proposed project would consist of the replacement of the existing Flakes Mill Road bridge over the South River in Dekalb County approximately 1.25 miles south of the intersection of Flakes Mill Road and Flat Shoals Parkway. The proposed replacement bridge would be constructed on new alignment with traffic maintained during construction on the existing bridge. The project would begin approximately 1,100 feet north of the South River and end approximately 1,800 feet south of the South River. The total length of the proposed project would be approximately 0.55 mile. Existing ROW is 100 feet. Proposed ROW would be 100-150 feet. Project Changes since the approved CE: 1. The project limits have decreased by approximately 120 feet. The proposed project limits have decreased by approximately 142 feet at the southern end of the project. The project limits have increased by approximately 22 feet at the northern end of the project. The proposed project would begin approximately 1,683 feet south of the river and end approximately 1,117 feet north of the river for a total of approximately 2,800 feet (0.53 mile). 2. The required right-of-way has decreased from approximately 3.72 acres to 3.5 acres. The proposed project would require approximately 0.035 acre of permanent easement and the amount of temporary easement has not changed (approximately 1.41 acres). 3. A driveway has been added off the school driveway because there was an existing gravel driveway for a utility easement not identified on the previous plans. Note: The current alignment of the new bridge location and approaches has not changed since the approval of the CE; however, as the original archaeological survey was conducted prior to the original CE's approval it does differ from the originally surveyed APE. The current alignment, which has been staked since the original survey, is roughly 75 to 100 ft west of the original Phase I survey transect. One additional transect was surveyed in this area to provide adequate survey coverage. Second Addendum Project Changes, October 2007: 1. The amount of permanent easement has increased from approximately 0.035 acre to 0.038 acre. The amount of temporary easement has decreased from approximately 1.41 acres to 1.35 acres.
