Additional Phase I Cultural Resources Investigations of Variances Associated with the Elba Express Pipeline Project (HP-060217-004), Chatham, Screven, Jenkins, Burke, Jefferson, Glascock, Warren, Wilkes, Elbert, McDuffie, and Har Counties, Georgia

Abstract

This letter report presents the results of additional Phase I cultural resources investigations completed as part of the proposed Elba Express Pipeline Project; this undertaking currently is under review by the Federal Energy Regulatory Commission (FERC). This document expands upon the results of the archeological investigations performed in 2006 (Eberwine et al. 2006). The additional project items reported herein include 31 proposed pipeline variances, five additional temporary workspaces, and 10 access roads located in Chatham, Screven, Jenkins, Burke, Jefferson, Glascock, Warren, Wilkes, Elbert, McDuffie and Hart counties, Georgia (Figure 1 and Tables 1, 2, and 3). These investigations were performed in March and April of 2008 by R. Christopher Goodwin & Associates, inc-, on behalf of Elba Express Company, LLC. This report fufills Condition 10 of ARPA Permit No. DACW21-4-08-7615. The permit was executed by your office on Februrary 1, 2008 for archeological investigations within the boundaries of the Clarks Hill Wildlife Management Area. As a result of these additional Phase I cultural resources investigations, a total of 12cultural resources were indentified. These cultural resources include a single cultural resource locus, six archeological sites, three historic standing structures older than 50 years in age, and two standing structures with associated archeological sites. A summary of the field methods utilized to complete this investigation, as well as a description of each survey item, is presented below. In depth information pertaining to the natural, prehistoric, and historic settings of the region, as well as a review of the previous archeological investigations completed in the vicinity of the additional project items, are contained in the previously submitted and reviewed cultural resources survey report entitled Results of the 2006 Phase I Cultural Resources Survey and Archeological Inventory of the Proposed Elba Express Pipeline Project in Effingham, Screven, Jenkins, Emanuel, Burke, Jefferson, Glascock, Warren, McDuffie, Wilkes, Elbert and Hart Counties, Georgia. (Eberwine et al. 2006).
