Addendum to Phase I Survey of the Lee Road Widening Project Area, Douglas County, Georgia

Abstract

The northern limit of NHS-0001-00(917) has been extended north on Lee Road in order to better transition the interchange widening project back into Lee Road. The proposed project change would be to extend the northern limit of the project on Lee Road approximately 900 feet north of Vulcan Drive. The curvature of the centerline of Lee Road would be modified slightly at Vulcan Drive, and Lee Road would transition from four lanes back to two lanes within the 900 feet of additional length. The new project length of NHS-0001-00(917) would be approximately 3,770 feet (0.71 mile). It should be noted that project NHS-0001-00(917) was in concept phase during the preparation of the Environmental Assessment and while begin and end project limits were clearly defined, the new project plans show that the project length quoted in the Environmental Assessment was approximately 470 feet short of the actual length. The new total project length with the proposed northern limit change is approximately 3.24 miles. Although the project limits are not affected, the 1-20 ramp designs now cover more area. The current plans show the new ramp lengths extending further along 1-20. In addition to the change to the northern limit of project NHS-0001-00 (917), there are also changes proposed at two stream crossings. The first change occurs at stream crossing three, Beaver Creek, as it is crossed by Lee Road. The concrete culvert that conveys Beaver Creek under Lee Road was originally being extended 70 feet. It is now being replaced with a 200 foot culvert structure plus a 25 foot wing wall at each end. The existing culvert and wing wall structure is 73 feet. The new impact total for stream crossing three would be 177 linear feet. The eastbound off ramp and westbound on ramp also cross Beaver Creek. The 1-20 crossing of Beaver Creek is identified in the Environmental Assessment as the fourth stream crossing. The extension of existing box culvert under 1-20 and the ramps was expected to impact approximately 60 linear feet of this stream. The current plans show a 84 foot extension of the culvert plus a 21 foot wing wall under the new westbound on ramp and a 85 foot extension of the culvert with a 22 foot wing wall under the new eastbound off ramp. The new impact total for stream crossing four would be 212 linear feet.
