Abstract

The cultural resource assessment of the project property was designed in accordance with existing federal and state regulations and guidelines relative to the expenditure of federal funds, pursuant to the National Historic Preservation Act of 1966, as amended, 36C FR800, and the Georgia Archaeological Research Design (1981), et. al. The research design was formulated to discover, locate, describe, and assess for significance all cultural and natural resources in the property, as those resources relate to the interaction between humans and the environment through time. The property within the proposed park boundaries was surveyed as the primary impact area; properties immediately adjacent to the boundaries were surveyed for any possible secondary impact that may accrue as a result of park construction and operation. A secondary goal was to apprise the City's officials of the general area's history, as an aid for the future, when other projects and actions may require consideration of cultural resources. Such consideration should not be dependent on the expenditure of federal funds, but should attend any action that affects significant portions of the existing terrain within the City's environs, and hence its history.
