Cultural Resource Survey of Proposed Reservoir Systems 9,10, and 18, Hall County, Georgia

Abstract

In April 1997, Garrow & Associates, Inc., conducted Phase I cultural resource investigations in the flood pools of three proposed reservoir alternatives in Hall County, Georgia. Two other tracts, one an associated pipeline corridor 4.5 miles long and 50 feet wide and the other 6 acres specified as the site for a dam and pumping station, were also investigated in the study. One previously unrecorded prehistoric site (9HL430), one previously unrecorded historic mill site (9HL431), and two isolated finds of prehistoric cultural material were discovered during the archaeological survey. None of the resources is recommended eligible for the National Register of Historic Places (NRHP), but site 9HL431, located in Reservoir 9, is recommended potentially eligible. If Reservoir 9 is selected for construction, Garrow & Associates recommends that site 9HL431 be tested to allow a more definitive recommendation concerning its NRHP eligibility. Eight of the 14 historic properties identified during the architectural survey are recommended eligible for the NRHP. Since none of the properties is located in a flood pool, or in the direct path of the pipeline, there will be no adverse physical effect by construction. Alterations to the viewsheds and historic settings will occur, however, and measures will have to be taken in order to mitigate these adverse effects. Of the three alternative reservoir systems, Reservoirs 10 and 18 are slightly preferred from the archaeological perspective. None of the three reservoirs has significantly different historic architecture issues.
