Abstract

SR 10/US 78 between Fountain Drive and SR 124 consists of a raised median with three 10-foot lanes in each direction. At the intersection, SR 10/US 78 consists of three 10-foot lanes westbound, two 10-foot lanes eastbound, and dual left turn lanes onto SR 124. SR 10/US 78 between SR 124 and Henry Clower Boulevard is a five-lane section with a 14-foot center two- way turn lane and 12- foot through lanes. The posted speed limit of SR 10/US 78 is 35 miles per hour (mph) and the right of way width varies from 80 to 100 feet. SR 124, between Henry Clower Boulevard and Oak Road, consists of a five-lane section with a 14-foot center two-way turn lane with 12-foot through lanes. The posted speed limit is 35 mph and the right of way is 90 feet wide. Henry Clower Boulevard is a four-lane divided roadway with a raised grass median, sidewalks, and curb and gutter. The posted speed limit is 25 mph and the right of way width varies from 90 to 100 feet. First, the proposed project would implement a modification to the existing intersection at SR 10/US 78 and SR 124 with a continuous flow intersection (CFI) (Phase 1). Second, the proposed project would implement improvements to SR 10/US 78 and Henry Clower Boulevard (Phase 2) to enhance the accessibility of this existing eastbound bypass of the SR 10/US 78 at SR 124 intersection. The Phase 2 improvements on Henry Clower Boulevard would be constructed first to allow the traveling public a detour alternative while the Phase 1 CFI is under construction at SR 10/US 78 and SR 124. Phase 1 would construct a two-legged CFI on SR 10/US78 at the intersection with SR 124. The CFI would provide dual left turn lanes offset from the through lanes on the east and west legs of SR 10/US 78 so that left turn improvements could occur simultaneously with the mainline through movements. Two new traffic signals would be installed at the points where the left turn lanes would cross the through lanes. Also, a free flow right turn lane would be provided for southbound SR 124 traffic to travel west on SR 10/US 78. To protect the free flow right turn lane and CFI operation, limited access would be needed along the north side of SR 10/US 78 for approximately 1,300 feet west of SR 124. Also, limited access would be needed for approximately 400 feet on the south side of SR 10/US 78 east of SR 124. On SR 124, limited access would be needed for approximately 120 feet on the east side south of the intersection with SR 10/US 78. To further improve the efficiency of the intersection, the SR 124 northbound left turn lane would be removed and relocated via signage to Henry Clower Boulevard. In addition, the right turn lane from SR 124 northbound onto SR 10/US 78 eastbound would be removed. Vehicles traveling northbound on SR 124 would be directed by signage to utilize Henry Clower Boulevard to access SR 10/US 78 eastbound, and signage would be provided at the intersection to indicate no right turns allowed. Lenora Church Road, Pate Street and Civic Drive from SR 124 would provide local access to properties adjacent to the intersection with SR 10/US 78 from SR 124 that would have previously been accessed by turning right onto SR 10/US 78 from SR 124. Vehicles would be directed by signage to utilize Henry Clower Boulevard to access SR 10/US 78 eastbound from SR 124 northbound. Also, the intersection of SR 10/US 78 with Pate Street would be closed and converted to a cul-de-sac. In regard to the CFI medians, concrete and grass would be used, and a 16-foot urban shoulder with sidewalk would be used throughout the project limits. Lastly, the existing pedestrian accessibility would be maintained at the intersection by providing crosswalks and pedestrian signals at the intersection. Phase 2 would make minor improvements to Henry Clower Boulevard in order to provide an effective eastbound bypass of the SR 10/US 78 and SR 124 intersection. The Phase 2 improvements would be constructed before the CFI to allow traffic to be rerouted from SR 10/US 78 and SR 124 intersection to Henry Clower Boulevard bypass. The proposed improvements would be broken into two segments on Henry Clower Boulevard. Segment 1 would add dual right turn lanes on SR 10/US 78 for eastbound traffic to utilize Henry Clower Boulevard, and a changeable message sign would be added on SR 10/US 78 to notify eastbound drivers of the travel time savings by using the bypass. Pedestrian access would be provided via sidewalks along the proposed improvements. To provide a safe crossing of the bypass, a signalized crossing would be provided approximately 300 feet south of SR 10/US 78 on the bypass. At Henry Clower Boulevard and SR 124, a right turn lane would be added for eastbound traffic to turn south onto SR 124, and a concrete median would be added on Henry Clower Boulevard west of SR 124. To provide a pedestrian refuge, concrete islands would be added at the SR 124 and Henry Clower Boulevard intersection. Segment 2 located at SR 10/US 78 and Henry Clower Boulevard would add dual right turn lanes on Henry Clower Boulevard to turn east onto SR 10/US 78. Existing pedestrian access would be maintained by modifying crosswalks. A 16-foot urban shoulder with sidewalk would be used throughout the project limits. The proposed right of way width along SR 10/US 78 would vary from 140 to 190 feet. The proposed right of way width along SR 124 would remain at 90 feet. The proposed right of way width along Henry Clower Boulevard would remain at 90 to 100 feet.
