Addendum #2 to Phase I Cultural Resources Survey of the Proposed Elba Coldwater Compressor Station Project, Elbert County, Georgia, For the Proposed Elba Express Company LLC Modification Project

This addendum report presents the results of additional Phase I cultural resources investigations completed as part of the proposed Elba Express Company, L.L.C.'s1 (EEC) Modification Project (formerly known as Elba Coldwater Compressor Station) consisting of two phases: one phase will include the construction of a new compressor station in Jefferson County, Georgia of up to approximately 16,000 horsepower (hp), and the other phase will involve the addition of 16,000 hp by adding a single compressor unit to the existing Hartwell Compressor Station in Hart County, Georgia. The EEC Modification Project is currently under review by the Federal Energy Regulatory Commission (FERC). This document expands upon the results of archeological investigations performed in 2011 and 2012 (Eberwine et al. 2011 and Leben et al. 2012). The additional project item reported on herein is located in Jefferson County, Georgia and consists of the Tract No. 0132-029 property that totaled approximately 12.5 ha (30.9 ac) in size (Figures 1, 2, and 3) and is located adjacent to EEC's existing 36-inch pipeline at approximate milepost (MP) 97. This investigation was performed in March 2013, by R. Christopher Goodwin & Associates, Inc. (RCGA), on behalf of EEC. Additionally, EEC intends to expand the existing Hartwell Compressor Station, located in Hart County, Georgia, adjacent to EEC's 36-inch pipeline at approximate MP 186, within the project area previously surveyed in 2012 (Figures 4 and 5; HP-060217-004; Leben et al. 2012). No cultural resources were identified at this location, and no further work was recommended. Your office concurred with this finding in a letter dated May 7, 2012. In addition, the proposed compressor station expansion is located within an area that was examined as part of the Phase I cultural resources survey of the Elba Express Pipeline Project (Eberwine et al. 2006). No cultural resources were identified within the compressor station area, and no additional investigation of the Hartwell Compressor Station are recommended. In depth information pertaining to the natural, prehistoric, and historic settings of the region, as well as a review of the previous archeological investigations completed in the vicinity of the additional project items, are contained in the previously submitted and reviewed cultural resources survey reports entitled Results of the 2006 Phase I Cultural Resources Survey and Archeological Inventory of the Proposed Elba Express Pipeline Project in Effingham, Screven, Jenkins, Emanuel, Burke, Jefferson, Glascock, Warren, McDuffie, Wilkes, Elbert and Hart Counties, Georgia (Eberwine et al. 2006) and Results of the 2011 Phase I Cultural Resources Survey of the Proposed Elba Coldwater Compressor Station Project in Elbert County, Georgia (Eberwine et al. 2011). No cultural resources were identified as a result of these additional Phase I cultural resources investigation. A summary of the field methods utilized to complete this investigation, as well as a description of the survey item, is presented below.
