Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site is a proposed telecommunications facility located off Thompson Highway, Lincolnton, Lincoln County, Georgia. The facility would consist of a proposed 100-foot by 100-foot (30-meter by 30-meter) fenced compound surrounding a 290-foot overall height guyed-type telecommunications structure. The proposed facility would be accessible by an approximate 200-foot long by 30-foot wide (61-meter by 9-meter) wide access/utility easement. The undertaking would also include three proposed approximate 190-foot long by 20-foot wide (58-meter by 6-meter) guy wire easements. This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases, four previously recorded archaeological sites (9CL1063, 9WS113, 9WS178, 9WS181), but no surveys, were indetified within the 3/4-mile research radius. However, Sites 9CL12063 and 9WS113 are actually located outside the 3/4-mile research radius. None of the identified sites were within the APE for direct effects. During the course of the field survey portion of this archaeological assessment, archaeological cultural resources were encountered within a single shovel test pit (GASF Site No. 9LC1064). The resource encountered consists of a late historic home site from sometime between 1900 and 1950 that had been bulldozed. ECA recommends that this resource is not eligible for inclusion on the National Register of Historic Places (NRHP). ECA believes that the proposed undertaking would have no effect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Based on our findings related to archaeological resources, we recommend no further consultation under Section 107 Review of the National Historic Preservation Act for this proposed undertaking.
