Addendum #3 to Phase I Cultural Resources Survey of the Proposed Elba Coldwater Compressor Station, Elbert County, Georgia for the Proposed Elba Express Company LLC Modification Project

Abstract

This addendum report presents the results of additional Phase I cultural resources investigations completed as part of the proposed Elba Express Company, L.L.C. 's 1 (EEC) Modification Project (formerly known as Elba Coldwater Compressor Station). The EEC Modification Project proposes to add compression to the existing Elba Express Pipeline to provide additional north-to-south transportation capacity. The proposed phased project consists of the construction of a new compressor station in Effingham County, Georgia. The EEC Modification Project currently is under review by the Federal Energy Regulatory Commission (FERC). This document expands upon the results of archeological investigations performed in 2011, 2012, and 2013 (Crowe et al. 2011, Leben et al. 2012, and Fogg and Eberwine 2013). The additional project item reported on herein totaled approximately 13.1 ha (32.3 ac) in size (Figures 1, 2, and 3). The property is located adjacent to EEC's existing 36-inch pipeline at approximate milepost (MP) 11.1. This investigation was performed in July 2013, by R. Christopher Goodwin & Associates, Inc. (RCGA), on behalf of EEC. In depth information pertaining to the natural, prehistoric, and historic settings of the region, as well as a review of the previous archeological investigations completed in the vicinity of the proposed project item, is contained in the previously submitted and reviewed cultural resources survey reports entitled Results of the 2006 Phase I Cultural Resources Survey and Archeological Inventory of the Proposed Elba Express Pipeline Project in Effingham, Screven, Jenkins, Emanuel, Burke, Jefferson, Glascock, Warren, McDuffie, Wilkes, Elbert and Hart Counties, Georgia (Eberwine et al. 2006) and Results of the 2011 Phase I Cultural Resources Survey of the Proposed Elba Coldwater Compressor Station Project in Elbert County, Georgia (Crowe et al. 2011). No cultural resources were identified as a result of the recently completed Phase I cultural resources investigation. A summary of the field methods utilized to complete this investigation, as well as a description of the survey item, are presented below.
