Abstract

This report describes the results of Phase I cultural resources survey conducted for the Georgia portion of the once-proposed Kinder Morgan Palmetto Pipe Line Project, in Burke, Jenkins, Screven, Effingham, Chatham, Bryan, Liberty, Long, McIntosh, Glynn, Camden, and Charlton counties, Georgia. Prior to its suspension, the proposed project entailed the installation of an approximately 593.4 km (368.7 mi) of 16-inch and 20-inch outside diameter (O.D.) pipeline from Belton, South Carolina to Jacksonville, Florida; the portion of the proposed pipeline corridor within Georgia measured approximately 342.4 km (212.8 mi). R. Christopher Goodwin & Associates, Inc. (RCG&A) completed this cultural resources investigation on behalf of AECOM from July of 2015 to March of 2016. The goal of this survey effort was to identify and to evaluate all cultural resources (i.e., archeological sites, cultural resources loci, standing structures, and cemeteries) situated within the proposed project area that may be impacted adversely by the once-proposed undertaking. As the project has been suspended, no cultural resource evaluations are provided. All work was performed in accordance with the procedures outlined in the National Historic Preservation Act of 1966, as amended; the Archaeological and Historic Preservation Act of 1974; and Title 36 of the Code of Federal Regulations, Parts 60-66 and 800, as appropriate. Additionally, this survey effort abided by the standards set forth in Archeology and Historic Preservation: The Secretary of the Interior’s Guidelines and with guidelines contained within Georgia Standards and Guidelines for Archeological Surveys
