Abstract

The proposed project would take place on State Route (SR) 38/ US 84/ Oglethorpe Highway in Flemington, GA approximately 2 miles east of Hinesville. The existing typical section for SR 38/ US 84/ Oglethorpe Highway consists of four 12-foot travel lanes, two in each direction, with a 14-foot flushed median, 10-foot grassed shoulders, adjacent to curb and gutter urban travel lanes. The existing right-of-way (ROW) is 120 feet along the centerline of the roadway for SR 38/ US 84/ Oglethorpe Highway. SR 38/ US 84/ Oglethorpe Highway intersects with the CR 75/ Old Hines Road and CR 73/ Old Sunbury Road. The existing typical section of CR 75/ Old Hines Road consists of two 12-foot travel lanes, one in each direction with 2-foot to 6-foot paved shoulders and subtle swales and side ditches accommodating drainage. The existing ROW is 70 feet along the centerline of the CR 73/ Old Sunbury Road roadway. The existing typical section of CR 75/ Old Hines Road consists of two 11-foot lanes, one in each direction, with 4-foot grassed shoulders, subtle rural swales, and side ditches accommodating drainage. The existing ROW is 60 feet along the centerline of the CR 75/ Old Hines Road roadway.

The project proposes SR 38/ US 84/ Oglethorpe Highway as a four lane facility but with raised median containing a near 90 degree curve with curb and gutter for approximately 0.31 miles, beginning at milepost (MP) 8.37 and ending at MP 8.67. It is proposed to install a traffic signal at SR 38/ US 84/ Oglethorpe Highway and CR 73/ Old Sunbury Road. The proposed typical section would consist of four 12-foot travel lanes (two in each direction) with 20-foot raised median, 16-foot shoulders with 5-feet sidewalks on both north and south sides of the roadway. SR 38/ US 84/ Oglethorpe Highway is proposed to have a right lane for continuous traffic with a left lane and auxiliary left lane to stop at the proposed traffic signal. A raised median is proposed between the right and left traffic lanes heading east on SR 38/ US 84/ Oglethorpe Highway. It is proposed to require approximately 30 feet (15 feet on each side) of additional ROW, which will increase the total ROW width to 150 feet.
