Cultural Resources Survey Tom B. David Airport Improvements Calhoun, Gordon County, Georgia

Abstract

A Phase I cultural resources survey was conducted of the Tom B. David Airport improvements tract in Gordon County, Georgia as part of permitting requirements under the National Environmental Policy Act of 1969 (NEPA) (PL 91-190) and Federal Aviation Administration (FAA) Order 1050.1D and 5050.4A. This project must also comply with provisions in the National Historic Preservation Act [(NHPA) Public Law 89-665, as amended 1999; 16 USC 470-470w-6]. These regulations are in place to:

• Advise state and federal regulatory agencies about the presence of NRHP-eligible properties

within the area affected by an undertaking;

• Inform agencies about the potential effects the project may have on properties eligible for

the NRHP;

• Allow federal commentary on the potential effects; and

• Mitigate significant adverse effects to properties eligible for the National Register of

Historic Places (NRHP).

The study was conducted for Lead Edge Design Group, Inc.(2017) and W. K. Dickson (2010, 2011), all on behalf of the Calhoun-Gordon County Airport Authority. The goal of this survey was to identify, delineate, and assess the significance of cultural resources located within the Area of Potential Effects (APE) of the project tract. Criteria used for assessing resource significance and project effects are set in 36 CFR Part 60.4 [National Register of Historic Places (NRHP) eligibility criteria] and 36 CFR Part 800 (project effects). The study was conducted under guidelines set by the Georgia State Historic Preservation Division (HPD) [Georgia Department of Natural Resources (GDNR) 1996] and the U.S. Secretary of the Interior (Federal Register 1983).
