Survey of the Proposed I-85 at SR 74/Senoia Road Interchange Reconstruction and Widening Project, Fulton County, Georgia

Abstract

This project consists of an interchange reconstruction at the existing I-85 /State Route (SR) 74 interchange and widening along SR 74 for approximately 1.4 miles from City Lake Road to Milam Road. The project would modify the SR 74 and I-85 interchange to a partial clover leaf with loop ramps in the southwest and northeast quadrants. The project would also widen SR 74 from 2 to 4 lanes in each direction from the interchange to Harris Road and from 2 to 3 lanes in each direction from Harris Road to Milam Road. Existing right-of-way (ROW) varies from 120 to 140 feet, and proposed required ROW varies from 150 to 200 feet. The proposed project was originally surveyed by Edwards-Pitman Environmental, Inc. (EPEI) in March 2015 (Carbo and Quirk 20 15). The original project description proposed to remove the existing eastbound SR 74 bridge and widen the westbound SR 74 bridge to 278 feet with 14-foot shoulders adjacent to the I-85 trave1lanes. In the summer of2017, this part of the project description changed and now proposes to replace the eastbound and westbound SR 74 bridges with a single bridge approximately 154 feet by 360 feet with 30-foot shoulders adjacent to the I-85 travel lanes. This change resulted in an increase in the project limits by 400 feet along I-85 on the west side of the project to accommodate the proposed 30-foot shoulders. There were also increases in required ROW in six locations along the project corridor beyond the previous surveyed Expanded Survey Corridor (ESC) (Table 1). These changes were transmitted internally in a Project Changes and Revised Request to Assess Project Impacts dated to August 3, 2017 and necessitated the current addendum survey (Figure 1).
