Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site includes a proposed approximate 50-foot by 50-foot (15-meter by 15-meter) telecommunications facility, and an approximate 320-foot long by 30-foot wide (98-meter by 9-meter) access/utility easement. The proposed telecommunications facility would include a 185-foot tall (overall height) monopole telecommunications structure and associated ground level support equipment. The subject site is located at 2724 River Road, Ellenwood, DeKalb County, Georgia.
This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases, we found 35 previously recorded archaeological sites (9DA18, DA21, 9DA23, 9DA24, 9DA25, 9DA54, 9DA55, 9DA60, 9DA77, 9DA82, 9DA83, 9DA86, 9DA87, 9DA97, 9DA98, 9DA108, 9DAJJO, 9DA116, 9DA119, 9DA135, 9DAJ36, 9DA148, 9DA149, 9DA150, 9DA264, 9DA265, 9DA357, 9DA358, 9DA395, 9DA396, 9DA401, 9DA409, 9DA425, 9DA444 and MS6DE5) and four archaeological survey reports (5799, 5568, 6235, and 187) within our standard 1-mile background research radius, but outside our APE for direct effects. Further, during the course of the field survey portion of this archaeological assessment, no archaeological cultural resources were encountered.
We conclude that the undertaking would not affect any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places (NRHP). Therefore, for archaeological cultural resources, we recommend a finding of No Effect for the proposed undertaking at the project site.

Value Concepts, Inc. to perform an archaeological assessment as part of the Section 106 Review process for the proposed telecommunications facility. The facility would be located at 2724 River Road, Ellenwood, DeKalb County, Georgia. The purpose of our work was to determine whether any archaeological sites might exist within the project impact area. The proposed undertaking would be located on a parent tract that is occupied by wooded area. The proposed lease area would measure approximately 50-foot by 50-foot (15-meter by 15-meter), with the proposed telecommunications structure located at approximately N 33° 40'
21.9" W 84° 16' 50.9" (UTM 16 7521017E 3729412N). The proposed telecommunications facility would be accessible by a proposed approximate 320-foot long by 30-foot wide (98-meter by 9-meter) access/utility easement. The first approximate 158 feet of the proposed access/utility easement would traverse the existing paved drive from River Road and the remaining portion would traverse grassed and wooded area.
Due to previous disturbance from the construction of the adjacent substation, existing asphalt drive, and buried culvert, no shovel test pits were excavated in the proposed lease area access/utility easement. Shovel turns were excavated to confirm disturbance.
During the course of this archaeological assessment, no sites, either historic or prehistoric, were located in the APE for direct effects. We believe that no archaeological cultural resources will be affected by the proposed project. Therefore, we recommend a finding of No Effect for the proposed undertaking as it relates to archaeology.
