Environmental Corporation of America's (ECA) client, Georgia Power Company, is proposing to construct a communications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Georgia Power Company plans to construct a 163-foot overall height monopole communications structure within a 8-foot by 8-foot (2-meter by 2-meter) monopole site area.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no properties listed or eligible for listing in the National Register of Historic Places (NRHP) within either APE.
Based on our review of the files at the Georgia Historic Preservation Office (GA HPD), we found 10 historic resources (FY-243, FY-244, FY-246, FY-253, FY-254, FY-255, FY-256, FY-280, FY-281, NAHRGIS ID 33451) within the ½-mile APE for visual effects. The University of Georgia's Natural, Archaeological, and Historic Resources Geographical Information System (NAHRGIS) identified the same 10 historic resources within the ½-mile APE for visual effects. Of those 10 historic resources, 7 have been destroyed (FY-281, FY-243, FY-244, FY-253, FY-254, FY-255, FY-256). The remaining three resources (Fy-280, NAHRGIS ID 33451, and Fy-246) will be referred to as ECA Resource 1 through 3 and are discussed below.
