Abstract

Between October and December 2008, R.S. Webb & Associates (RSWA) conducted a Phase I cultural resources survey of a 302-hectare (ha) [748-acre] reservoir impoundment site in Carroll County, Georgia. Ancillary project areas include two water line corridors, totaling 24.8 kilometers (km), two 0.4-ha intake sites, and one 2.0-ha water treatment plant site. The project was performed in compliance with Section 106 of the National Historic Preservation Act of 1966, as amended, to meet the conditions of United States Army Corps of Engineers (USACE) permitting under Section 404 of the Clean Water Act. The survey was conducted for the Carroll County Water Authority to locate and identify cultural resources within the project area and to assess resource significance based on National Register of Historic Places (NRHP) criteria [36 CFR Part 60.4(a-d)]. Based on topography, mature vegetation, and modern intrusions in the project vicinity, the project's Area of Potential Effects (APE) was set at 100 meters (m) from the project boundaries, with the exception of the sections of water line corridors within existing road rights-of-way. For these sections, the APE was limited to a maximum width of 15 m which encompassed the construction zone. The archeological resources study involved a review of relevant literature and an intensive field survey to identify archeological sites and historic resources located within the project area. A pedestrian and vehicular survey was conducted within the project APE to search for historic structures and other above-ground resources.
