Phase I Cultural Resources Investigation of the Southern Natural Gas Company Zone 3 Expansion Project in Upson County, Georgia

Abstract

This document describes the results of Phase I cultural resources investigation of the Southern Natural Gas Company Zone 3 Expansion Project in Upson County, Georgia (Project #HP-080429-005). This investigation was conducted on behalf of CH2M Hill in May of 2015 by R. Christopher Goodwin & Associates, Inc. The objective of this archeological inventory was to identify and to evaluate all historic properties (i.e., archeological sites, cultural resources loci, standing structures, and/or cemeteries) that may be impacted adversely by the proposed project.

The proposed project items included 9.1 ha (22.5 ac) of proposed compressor station upgrades and expansions. A multi-staged approach was used to complete this investigation. It consisted of a review of data relevant to the proposed project area and fieldwork, which included pedestrian survey augmented by systematic shovel testing. All fieldwork was conducted in accordance with the standards set forth in the Federal Energy Regulatory Commission, Office of Pipeline Regulation’s Guidelines for Reporting on Cultural Resources Investigations (1994:11-13); by procedures outlined in the National Historic Preservation Act of 1966, as amended; the regulations of the Advisory Council on Historic Preservation (36 CFR Part 800); and “Archeology and Historic Preservation; Secretary of the Interior’s Standards and Guidelines” (48FR 44738). Additionally, this survey effort abided by the standards promulgated in Georgia Standards and Guidelines for Archeological Surveys (Georgia Council of Professional Archaeologists 2001).

As a result of this investigation, a single historic structure was identified. This resource was characterized as mid-twentieth century vernacular residence. However, the building lacks integrity and research potential; it therefore does not possess those qualities of significance as defined by the National Register of Historic Places Criteria for Evaluation (36 CFR 60.4 [a-d]). No additional recordation of Structure HSS-ThomastonA-01 is recommended. Likewise, no additional investigation of the three project items associated with the Upson County portion of the proposed Southern Natural Gas Zone 3 Expansion Project is recommended.
