Abstract

The proposed project consists of pedestrian and bicycling improvements for students, parents and teachers in the cities of Decatur, Doraville, Lithonia, and Atlanta, in DeKalb County, Georgia. These improvements would occur within the vicinity of Briarlake Elementary School, Evansdale Elementary School, Fairington Elementary School, Hawthorne Elementary School, and Oak Grove Elementary School. These improvements include installation of new sidewalks, crosswalks, and pedestrian signage. All improvements will be constructed within existing rightof- way (ROW). The existing ROW for areas where sidewalks will be added does not exceed 60 feet. These roads include Frazier Road, Evans Dale Drive, and Northbrook Drive. ROW width is not provided for areas of crosswalk upgrades and installation of radar speed signs on Phillip Bradley Drive, Foster Ridge Road, and Oak Grove Road. At Briar lake Elementary School, in the city of Decatur, the proposed improvements include new sidewalk constructed along the west side of Frazier Road from Spring brooke Drive northward to Wilson Road, upgrading the crosswalks and signals at the intersections of Lavista Road with Fairoaks Road and Lavista Road with Frazier Road, as well as installing radar speed signs on Lavista Road, east and west ofBriarlake Road. At Evansdale Elementary School, in the city of Doraville, the proposed improvements consist of new sidewalk constructed along the south side of Evans Dale Drive from Townley Circle to Evans Woods Drive and along the north side of Evans Dale Drive from Evans Woods Drive to Whitby Drive, as well as along the west side ofNorthbrook Drive from Evans Road to Gladney Drive. At Fairington Elementary School, in the city of Lithonia, the proposed improvements consist of upgrading the intersection of Fairington Parkway with Phillip Bradley Drive to include crosswalks and ADA ramps and upgrading crosswalks at the intersection of Ottawa Trail with Phillip Bradley Drive. At Hawthorne Elementary School, in Atlanta, the proposed improvements consist of installing a radar speed sign for eastbound Foster Ridge Road between BrookcliffWay and Brookdale Drive. At Oak Grove Elementary School, in Atlanta, the proposed improvements consist of installing two raised crosswalks at the school carpool drop-off lane, installing a Rectangular Rapid Flash Beacon for a crosswalk at the intersection of Oak Grove Road with Greenglade Road and at a crosswalk at the intersection of Fairoaks Road with Akin Drive, as well as installing radar speed signs on Oak Grove Road in both directions near the school's entrances.
