Restore Locks 3 & 5 and Their Turning Basins, Savannah-Ogeechee Canal Catham County, Georgia, HP-060731-001

The Historic Preservation Division (HPD) has received the information submitted concerning the [Restore Locks 3 & 5 and Their Turning Basins, Savannah-Ogeechee Canal Chatham County, Georgia, HP-060731-001] undertaking. Our comments are offered to assist the US Army Corps of Engineers (USACE) and its applicants in complying with the provisions of Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA). In order for us to complete our review and provide comments concerning effects, we will need additional information.

Based on the information provided, we concur that the Savannah-Ogeechee Canal is listed in the National Register of Historic Places (NRHP). Furthermore, it is our understanding that the subject project consists of the potential restoration of Lock 3 and Lock 5 of the Savannah-Ogeechee Canal and their associated turning basins. These canals features apparently contain structural and operational elements including log and timber pilings, log and plank canal floor, brick walls, wood mitre sills, lock gates, equipment pads, and other features ascertained by HAER documentation and archaeological investigation. At this time the project cannot be evaluated for effects to historic properties or consistency with the Secretary of the Interior’s Standards for the Treatment of Historic Properties as submitted. Please submit the following information so that we may complete our review process:

Plans and other planning documents, as they become available and prior to commencing work, which provide details of the proposed restoration work and associated treatment of historic features and materials. This information should include a summary description of the overall goals of the restoration project, identification the particular historic features of the canal, and descriptions and details of the proposed treatment for the historic features.
