Abstract

Environmental Corporation of America’s (ECA) client, Georgia Power Company, is proposing to construct a communications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Georgia Power Company plans to construct a 163-foot overall height monopole communications structure within a 8-foot by 8-foot (2-meter by 2-meter) monopole site area. No special roads or drives will be constructed for this pole. The proposed tower would be located inside a graveled and fenced power substation.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found eight Historic Properties (Armstrong House, Mathis House, Dr. Miller’s Office, Bush-Usher House, Jared Irwin House, Stewart County Courthouse, Bedingfield Inn, and Stoddard Rockwell House) and three Historic Districts (East Main Street Residential Historic District, Lumpkin Commercial District, Uptown Residential Historic District) listed in the National Register of Historic Places (NRHP) within our ½- mile APE for visual effects but none were within the APE for direct effects.

Based on our review of the files at the Georgia Historic Preservation Office (GA HPD), one historic resource, described as a “hipped cottage”, was identified on the topographic map and no historic resources were identified in the Georgia’s Natural, Archaeological, and Historic Resources Geographic Information System (GNAHRGIS) online database, the Environmental Review Files, Site ID Files, or in the Centennial Farm Files within the ½-mile APE for visual effects.

Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
