Abstract

Brockington and Associates, Inc. (Brockington) conducted an intensive Phase I cultural resources survey and Phase II archaeological site testing for the proposed International Paper Treatment Facility (IPTF) project between April10 to April14 and May 22 to June 2, 2017, in Chatham County, Georgia. This investigation was carried out on behalf of International Paper in partial fulfillment of guidelines established for Section 404 of the Clean Water Act, by personnel qualified under 36 CFR Part 61. This survey was requested to comply with state and federal laws and regulations concerning the management of historic properties (i.e., archaeological sites, buildings, structures, objects, or districts listed on or eligible for the National Register of Historic Places [NRHP]) affected by development activities. Compliance is administered through the regulatory programs of the Georgia Department of Natural Resources (DNR), Historic Preservation Division (HPD). These laws and regulations include the following:

• Section 404 of the Clean Water Act of 1968 (33 USC 1344), as amended

• National Historic Preservation Act of 1966 (16 USC 470), as amended

• 36 CPR 800: Protection of Historic Properties

The proposed project consists of constructing a treatment facility which will include several structures and buildings. These buildings and structures include aeration and multi-purpose basins, primary and secondary clarifiers, a sludge bending tank, a building for dewatering equipment, and a loading bay for trucks. The building for dewatering will likely be the tallest building at the planned facility, with a peak height of approximately 45 feet.
