PHASE I ARCHAEOLOGICAL INVESTIGATIONS OF 100 ACRES ON NAVAL SUBMARINE BASE KINGS BAY WITHIN CAMDEN COUNTY, GEORGIA

Abstract

On December 7 through 14, 2021, Environmental Research Group, LLC (ERG) conducted a Phase I archaeological investigation of 100 acres at Naval Submarine Base (NSB) Kings Bay, Camden County, Georgia (Figure 1.1). The archaeological survey was conducted to identify post-contact and/or pre-contact archaeological resources located in the survey area, to make preliminary National Register of Historic Places (NRHP) eligibility assessments, and to make management recommendations for future work based on the survey data. The survey was conducted in compliance with Section 110 of the National Historic Preservation Act (NHPA) of 1966 (PL 89-665), as amended, and the Archaeological and Historic Preservation Act of 1974 (PL 93-291), as amended, and was performed by a professional archaeologist meeting the qualifications established in The Secretary of the Interior’s Standards and Guidelines (48 FR 44716 [29 September 1983]). The archaeological survey was conducted in accordance with pertinent US Navy, federal, state, and municipal laws and regulations. The service required by this contract is professional, and ERG employees met all appropriate professional standards. Persons working under this contract were considered to be carrying out official agency duties associated with the management of archaeological resources and, therefore, were exempt from obtaining an Antiquities Permit per Section 5 of 32 CFR Part 229, Protection of Archaeological Resources Uniform Regulations (cf. 43 CFR 7.5[c]). Rosie B. Tullos, PhD, RPA, is the Principal Investigator for this project; her resume is included as Appendix A. This report is divided into seven chapters. The environmental setting and regional cultural overview are discussed in Chapters 2 and 3, respectively. Chapter 4 includes previous investigations in the survey area, Chapter 5 includes the field methodology implemented during the project and the results of the archaeological field investigations are discussed in Chapter 6. Chapter 7 consists of the summary and recommendations.
