A PHASE I ARCHAEOLOGICAL DIRECT EFFECTS AND VISUAL EFFECTS SURVEY FOR THE PROPOSED ALFRED-B CELLULAR TOWER, CHATTOOGA COUNTY, GEORGIA

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed Alfred-B cellular tower in Chattooga County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed I 0,000 sq ft lease area with two proposed access roads. The northern access road measures 387.9 ft (118.2 m) in length by 20ft in width to connect with Maple Drive and the southern one measures 386.4 ft (117.7 m) in length by 30ft (9.14 m) in width to connect with a dirt road. The proposed tower will be self-supporting and constructed to a height of 230ft (70.1 m). The total area of the direct effects APE including the lease area and joint access and utility easements amounts to 0.69 acres (.28 hectares).

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. No previously recorded archaeological sites are situated within a 0.75-mile radius of the project area. During the course of the field survey portion of this archaeological assessment, no archaeological sites or cultural material were encountered. One historic resource listed on the National Register of Historic Places (NRHP) is located within a 0.75-mile radius of the current study area. Situated at the edge of the Summerville Commercial Historic District is the Summerville Depot, which was listed on the NRHP in 1982 under Criterion A, Communications and Transportation and Criterion C, Architecture. Due to the intervening vegetation and the distance, the tower will not be visible from the eastern boundary of the district or the depot, and therefore it is the opinion of TerraX that there will be no adverse visual effect from the proposed tower.

As a result, the proposed Alfred-B cellular tower is expected to have no effect on any historic or prehistoric resources that are listed in or eligible for listing in the NRHP.
