Abstract

Project EDS-565(2) formerly EDS-440 Effingham County begins at a point north of the intersection of Old Middle Ground Rd. and SR21 at the end of the existing five-lane section, north of Rincon. The project continues to follow exi5ting SR21 northerly for approximately 5 miles to a point north of.CR338 just south of the City of Springfield. All widening will be on the east side of the existing roadway to a point north of CR338. From this point the alignment proceeds on new location west of Springfield for approximately 3 miles rejoining enlisting SR21 near CR313 where this project ends. The first half mile of the project will be four-lanes with 14-foot wide flush median and 10-foot wide shoulders, on the remaining of 150 feet of right-of-way. The proposed typical section for the remaining 7.5 miles of the project is a four-lane divided highway (two 12-foot wide travel lanes in each direction) with a 44-foot wide grassed median on a minimum of 184 feet of right-of-way along existing SR21 and 250 feet of right of way where the bypass is on new location. Access would be controlled by permits along existing SR21 and on the bypass portion will be partial limited access. Median crossovers will be provided SR275, CR182, CR338, SR21, CR176, CR190, SR119, CR191, & CR313.
