A PHASE I DIRECT EFFECTS AND VISUAL EFFECTS CULTURAL RESOURCES SURVEY FOR THE PROPOSED ROCKY PLAINS CELLULAR TOWER NEWTON COUNTY, GEORGIA

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I cultural resources survey for the proposed Rocky Plains cellular tower in Newton County, Georgia. The proposed tower will be a self-support type constructed to a height of 155 ft.

The Area of Potential Effects (APE) for direct effects includes a .23 ac lease area with a proposed 1.6 ac access easement extending 2459.1 ft in length by 30 ft in width eastward from GA 162. The total area of the direct effects APE including the lease area and access and utility easement amount to 1.83 ac.

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. No previously recorded archaeological sites were located within a 0.50-mile radius of the current study area. One previously recorded archaeological survey was identified within a 0.50-mile of the current study area. During the course of the field survey portion of this archaeological assessment, no new archaeological cultural resources were encountered. A review of recorded historic properties at the Georgia Historic Preservation Division in Stockbridge, Georgia identified three historic resources within the visual effects APE; 102880, 102881, and 102883. No adverse effect is expected from the proposed tower on any of these historic resources, due to either intervening vegetation or lack of integrity of the resource.

Based on the findings of this investigation, TerraX recommends no further investigation for the proposed Rocky Plains cellular tower project.
