Environmental Corporation of America’s (ECA) client, Crown Castle USA, is proposing to replace an existing pole with a proposed small pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Crown Castle USA plans to replace an existing pole with a proposed 30-foot overall height small pole telecommunications support structure within an approximate 10-foot by 10-foot (3-meter by 3-meter) area.
Due to the nature of the project and the surrounding setting (i.e. existing built environment and existing mature vegetation), visibility of the proposed pole, would be minimal. Therefore, we have determined that the APE for visual effects should be redefined as being limited to the areas immediately surrounding the pole site, which would be approximately 500 feet (152 meters) from the site in all directions. Therefore, the proposed alternative visual APE would be 500 feet (152 meters). Photographs of the proposed site are included in Attachment B.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have identified 2 properties (Georgia State Capitol and Central Presbyterian Church) listed in the NRHP within the alternative APE for visual effects.
ECA researched the files at the Georgia Historic Preservation Division (GAHPD) on October 27, 2017. The proposed undertaking is located within a public right-of-way adjacent to the boundary of one historic property (Georgia State Capitol) listed in the National Register of Historic Places (NRHP) within the APE. One other historic property (Central Presbyterian Church) was identified within the alternative APE for visual effects. No other resources were identified during ECA’s review of the Historic Resources Survey Files, National Register Files, Centennial Farms
Files, Environmental Review Files and the Identified Site Files. The University of Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (NAHRGIS) identified ten additional historic resources (Georgia Department of Agriculture Building, “Animal Husbandry” and “Farming”, Georgia Building Authority, Georgia Building Authority Annex, Twin Towers State Office Building, Expelled Because of Color, Flame of Freedom, Statute of Liberty Replica, No 1 Parking Deck, and Bas-relief Sculpture) within the alternative APE for visual effects. However, according to the data avaialable on NAHRGIS, all ten of the historic resources have not been determined eligible for listing on the NRHP.
As discussed previously, an alternative APE for visual effects was assessed for the proposed undertaking. Photographs of the proposed undertaking and of representative locations within the alternative APE for visual effects are included in Attachment B.
