Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed Effingham cellular tower in Effingham County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed 4,900 sq ft lease area with a proposed access road. The access road measures 813.6 ft (247.9 m) in length by 20 ft (6.14 m) in width to connect with Needle Pointe Drive. The proposed tower will be self-supporting and constructed to a height of 270 ft (82.3 m). The total area of the direct effects APE including the lease area and joint access and utility easement amounts to 0.67 acres (0.27 hectares).

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. One archaeological site and one historic structure have been previously recorded within a 0.75-mile radius of the project area. During the course of the field survey portion of this archaeological assessment, no archaeological sites or cultural material were encountered. It is the opinion of TerraX that the previously identified historic structure lacks the integrity and significance to be eligible for the NRHP.

The proposed Effingham cellular tower is expected to have no effect on any historic or prehistoric resources that are listed in or eligible for listing in the NRHP.
