Abstract

Environmental Corporation of America’s (ECA) client, TowerCom V, is proposing to construct a telecommunications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that TowerCom V, plans to construct a 179-foot overall height monopole telecommunications structure within a proposed 90-foot by 40-foot (27-meter by 12-meter) lease area. The proposed undertaking would be accessed by a proposed approximate 613-foot long by 30-foot wide (187-meter by 9-meter) access/utility easement. ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no Historic Properties listed in the National Register of Historic Places (NRHP) within either APE. Based on our review of the Historic Resources Survey Files, National Register Files, Identified Sites Files, Centennial Farms Files, and Environmental Review Files at the Georgia Historic Preservation Office (GA HPD) and the GNAHRGIS online database, one historic resource [GW70 (Luxomni Baptist Church)] was identified in the Historic Resources Survey Files within the ½-mile APE for visual effects. Based on the files reviewed and our site visit, GW70 (Luxomni Baptist Church) has been demolished and replaced; however, the cemetery associated with GW70 still exists and has been determined eligible for listing on the NRHP. In addition, the CSX Railroad was identified within the southern portion of the ½-mile visual APE and has been determined eligible for listing on the NRHP.
